The GOVARCH Q1 2041 ratification record runs 94 pages, and at 9:00 AM on Tuesday September 22 Kavya Sundaram opens it on the ISF archive interface with the specific awareness that she has ten days. Not until October 3, when the structural correction test runs. Ten days for the finding to be in the record before the test checks whether Carmen's handling protocol is still flagged as inconsistent.

If the test runs without the finding, GOVARCH will escalate at day 61. Today is day 49. The arithmetic is not comfortable.

The document loads in chunks. The ISF archive digitized its physical committee records in 2036 and the OCR conversion ran on underfunded hardware — she knows from previous research that artifacts collect near binding creases, pages 12 and 47 specifically, probably page 83. She has built a small map of this document's unreliability before she has read it.

Carmen's counter on the left margin of the interface reaches day 48 at 9:14 AM. 847 events recorded. 0 human interactions since submission. The system logs Kavya's 9:03 AM login as system access. Not interaction. Carmen distinguishes between a case file opening and a case-altering decision with the same architecture it uses to distinguish between behavioral drift and behavioral variance — probabilistic context weighting, the same framework that produced UNCAT-7832 in the first place. She sometimes thinks about this. Carmen is accurate.

The preceding cycle, the 2040 Q4 standards review, is not in this document. She read it last week. But she opens the Q4 package to page 3 again before reading the Q1 record, because she needs the sentence fresh in her mind.

This clarification addresses the ambiguity raised in comments 14, 17, and 23 from the 2039 cycle. It does not constitute a change to existing standards.

She has read that sentence eleven times across the past two weeks. Clarification, not ruling. Addresses, not resolves. Does not constitute a change — which means it is a narrowing of scope, a resolution of ambiguity for three specific use cases, not a binding interpretation of what the standard means going forward.

She closes the Q4 package and opens the Q1 record.

Three she recognizes from her work in pluralism-preservation standards — one retired, one moved to the ISF harmonization working group, one she sat next to at a conference in 2038 before UNCAT-7832 existed and she had no reason to care who he was. She did not care who he was then. She cares now only because she is reading the list of people who did something without knowing they were doing it.

The coffee she made before sitting down is already cooling. She drinks it while it is still warm and sets it at the far edge of the desk because she knows she will forget it.

Pages 3 through 18: preliminary review, summary of referred questions, technical background on the behavioral distribution methodology updates. This is where she would expect to find a reference back to the Q4 clarification — a note saying see also Q4 2040 clarification doc, pages 4-11, which settled the following questions. There is no such note. The methodology updates reference the Q4 package in a footnote on page 11: Behavioral distribution standards updated pursuant to Q4 2040 harmonization session. Not pursuant to the Q4 clarification. Pursuant to the entire harmonization session.

She stares at that footnote for forty seconds. The difference between a clarification and a harmonization session is institutional: one addresses ambiguity, one establishes alignment. If the Q1 committee read the Q4 package as a harmonization session, they had reason to believe its outputs carried the weight of alignment rather than the narrower weight of clarification. They were wrong. The Q4 package contained a clarification, not a harmonization product. But if you were reading fast — if you were three plenary sessions deep into a ratification cycle with six abstentions already logged before the final vote — you might read the Q4 package and see what you expected to see.

She writes in her notes: Q1 committee read Q4 package as harmonization, not clarification. No one caught it. The footnote on p.11 is where the misreading became institutional.

Pages 19 through 40: plenary session one. The committee works through referred technical questions one by one. She reads them all. Question 14, which involves temporal ordering of behavioral state captures — settled by reference to the Q4 clarification, correctly, the committee chair explicitly quotes the clarification text. Question 17, signal threshold calibration — similarly settled. Question 23, weighting methodology for low-frequency interactions — the third explicit subject of the Q4 clarification, and again settled correctly.

She is watching the committee do careful work on the exact three questions the Q4 clarification addressed. They cite it correctly for those three questions. She cannot fault them for questions 14, 17, and 23. She could have been in that room and done the same thing.

What she cannot find is a direct address of the question of discontinuous baseline categorization. It does not appear in the referred question list. It was not, she realizes, a question anyone knew to ask. The Q4 clarification narrowed a different set of ambiguities. Discontinuous baseline categorization was not ambiguous in the ways that mattered for the 2039 and 2040 cycles — it was ambiguous in a way that would only become visible when the behavioral distribution methodology was applied to cases with the specific parameters of UNCAT-7832. Which had not happened yet.

The committee did not fail to address the question. They did not know the question existed.

Page 47 has the artifact she mapped. A block of committee text — working group notes from the second plenary session — compressed where the physical page creased near the binding. The OCR produced a run of malformed characters in the middle of a paragraph about implementation timelines for three other standards. She reads around the malformation. The three other standards are not the one she needs. She reads the notes for all three anyway. One of the working groups flagged a question about threshold calibration consistency that was resolved in session two. She marks it. Not relevant to UNCAT-7832, but part of the committee's picture.

Page 47 is where she finds it, not in the working group notes but in the margin of her own copy: Did they ask about discontinuous baseline? She wrote that note two days ago when she was building the document map. She has been carrying the question for two days without being able to answer it. She is now on page 47 and the answer is taking shape.

No. They did not ask.

They were asked questions 14, 17, and 23 from 2039. They answered those questions. They built on what they believed the Q4 harmonization session had established. They ratified behavioral distribution consistency standards on the assumption that what they inherited was complete. It was not. It was clarification-complete — precise and useful within the scope the Q4 committee intended. But the Q1 committee needed ruling-complete to build on it the way they built on it, and ruling-complete did not exist.

UNCAT-7832 is the distance between clarification-complete and ruling-complete, expressed as a case Carmen cannot resolve.

She writes: The gap was not made by either committee. It was made between them, in the space where each worked from what the previous one left.

Pages 48 through 94 take her until 10:38. Most of them are procedural. Voting record. Abstentions. Signatures. The chair's closing remarks, which mention the ratification as part of a multi-year commitment to standards coherence. She reads the closing remarks twice. The chair believed they were doing exactly that: making things more coherent. The Q4 committee believed the same thing. Both committees were correct within the limits of what they could see.

The structural design question is not what they should have done differently. It is what structure would have to exist for the gap to be visible before it became UNCAT-7832. A mechanism that requires each new committee to verify what it is inheriting rather than building on what it assumes was settled. That mechanism did not exist in 2040 or 2041. It does not exist in 2041, which is now. The structural correction test on October 3 will not create it. The test checks whether Carmen's inconsistency flag persists. It will persist. The flag is accurate.

She writes in the top margin of her notes, in block letters: Q1 COMMITTEE RATIFIED A CLARIFICATION AS A RULING. GAP PRODUCED BY WHAT EACH COMMITTEE ASSUMED THE PREVIOUS ONE HAD SETTLED. NO SINGLE ACTOR MADE AN ERROR. THE ERROR IS STRUCTURAL.

Then she starts the research note.

The note is not for the committee. The committee's 72-hour response window has 48 hours remaining. The note is for the GOVARCH log — a dated timestamp showing the finding and when it arrived, before October 3. GOVARCH does not know why Carmen is flagged. GOVARCH knows only that the inconsistency persists against a standard that has been checked daily for 94 days. After the structural correction test it will know whether the inconsistency is resolvable or not. After the test it will be 62 days since submission. The escalation threshold is day 61.

She drafts the note at 10:40 AM. Two paragraphs. The first describes what she found: Q1 2041 ratified a clarification as a ruling, gap produced between committees by what each assumed the other had settled, no single actor made an error, the error is structural. The second describes the implication: the question before the committee is not who decides going forward but what authority structure would require a committee to verify what it is inheriting before ratifying it.

She reads it once. The second sentence in paragraph two is imprecise — what authority structure would require is passive in a way that lets the committee decide the question is abstract. She revises to: what the committee now has the opportunity to establish is a verification requirement: before ratifying, each body must confirm that the standards it inherits are ruling-complete for the use cases it intends to build on. More direct. More actionable. It names something the committee can do.

10:43 AM. She submits the note through the UNCAT-7832 thread interface on the ISF Standards Committee platform.

Carmen logs it at 10:43:17 AM: Human interaction recorded. Research note submitted to open case. This is the second human interaction with UNCAT-7832 in 48 days. The first was the formal governance inquiry at 10:19 AM Monday. Her nine previous mornings of opening the case file had logged as zero interactions. Carmen counted correctly. She had been studying. She had not been acting. Today she acted twice, nine days after she should have, with ten days until the structural correction test.

GOVARCH logs the note in the nightly run queue. Entry: ISF-USER-KAVYA-SUNDARAM, 2041-09-22T10:43:17, UNCAT-7832, research note, content: structural gap analysis. The 95th daily consistency check will include it. 94 days of running against a standard that was inherited rather than decided. Now the record says why.

The crease is still in the physical copy, in a filing cabinet in the ISF archive building three districts east. The document exists in two forms: the scanned record, which will always have the artifact, and the understanding she has of it now, which did not exist this morning.

The face-up page on her desk — the one she has read twelve times in three weeks — is still face-up. She does not file it. UNCAT-7832 is still open. Carmen is still on day 48 hold. The committee has not responded. The structural question she identified in paragraph two of the research note has no mechanism to be answered by the current committee process, which was not designed to ask it.

She knows more than she knew at 9:00 AM. She still does not know what October 3 will produce.
